Does any know if the red blinking lights on aircraft mean the engines are running?

It actually is to help pilots evade each other and not collide, it is often used at night and is also used to help land

they also are used for right of way and such. it works the same as on the water.

u r right in the anti collision light are used on the ground aswell meanin that a engine is running becasue i have herd in some cases have u ever put a light near a fan and it looks like the fan is not on but it is its the same with a prop a security gard was walkin up to the aircraft this was at night and the lights were on and it looked like the prop wasent spinnin and there was a lot of noise on the tarcmac and the guy walked straigt in to the prop and i have her in some aircraft that it means that the radar in the aircraft is activated and this is just some infomation to remember the port side from starbourd side and the colours its a rhyme :a little bit of RED PORT LEFT in the bottem just if any one couldnt remember them

The lights that you are referring to are called Anti-collision lights. There are other lights on the aircraft, for example an F-15, that are formation lights. Formation lights are kind of a visual mark to let other pilots know what kind of aircraft it is in low visibility such as at night and during fog or rain.
